Poll: Mass. residents continue to back casinos

DARTMOUTH, Mass. — A new gambling study shows some Massachusetts residents who have not supported casinos in the past may be changing their minds.

“Fifty-seven percent of Massachusetts residents still favor two or more resort casinos in the state of Massachusetts. That number is actually four percent higher than when we last did this poll in September,” said Dr. Clyde Barrow, a public policy analyst at the University of Massachusetts-Dartmouth.

The study was funded by a real estate development firm with land interests in the proposed Palmer and New Bedford casino sites.

The research showed that as the state’s deficit soars above $1 billion, so does the interest in casino and racetrack gambling.

“People are starting to look at casinos as a possible source of revenue,” Barrow said.

The study polled 427 Massachusetts residents last week after the House’s vote that killed Gov. Deval Patrick’s four-casino proposal.

The study found that for the first time, suburban residents support casinos by a larger margin that urban residents. More residents said they want gambling revenues to go to local aid, not personal property tax relief.

For the first time, men and women had identical levels of support for gambling, and just over 50 percent said they want the Legislature to authorize slots at racetracks.

According to the study, slots at racetracks in Massachusetts could mean millions in lost revenue for Rhode Island.

Barrow said Rhode Island could lose $100 million to $150 million a year.

But there are certainly those Massachusetts residents who disagree with bringing in gambling to fix the economy.

“I certainly don’t support gambling. I think it’s a waste of money,” one woman said.

The study found that the highest level of support for racinos — racetracks with slots — is in the New Bedford area. The lowest level of support was in central Massachusetts.

House defeats bill to legalize electronic bingo at tracks

MONTGOMERY, Ala. (AP) — The Alabama House has refused to consider a bill that would have legalized electronic bingo games at greyhound dog tracks in Mobile and Birmingham.

Tax revenue from the games would have gone to help fund the state’s cash-strapped Medicaid Agency. The House voted 55-39 to bring up the bill for debate. That’s short of the three-fifths vote needed to bring an issue to the House floor for debate.

Rep. John Knight of Montgomery later moved that the measure be considered and it failed the second time on a 57-39 vote. The sponsor, Rep. Marcel Black of Tuscumbia, said he could try again later in the session to pass the bill.

The measure was a constitutional amendment, which would also have to be approved by voters.

How Is Temp. Casino Affecting Buffalo?

“There’s just an excitement that progress is happening in downtown Buffalo,” said Phil Pantano from Seneca Gaming.

Buffalo’s temporary casino opened last July. Seneca Gaming says the crowds have been strong since the very beginning, but the increasing numbers are nothing compared to the projections they have for when the permanent casino opens in two years.

“Somewhere between three and four million people every year, plus one-thousand workers,” said Pantano.

Construction for the new facility continues, but 2 On Your Side wanted to find out if businesses near the temporary casino are being affected.

“It does bring more people down but we haven’t seen a big draw from the casino yet,” said Jay Whitney of W.J. Morrissey Irish Pub.

W.J. Morrissey is the main tenant in the cobblestone district. Managers there are looking forward to the $333 million permanent casino. But even before the doors open, there are some reservations.

“When the new casino goes up, I’m sure they’ll be restaurants in there and ATM machines,” said Whitney. “All you will need is your wallet and you’re set to go.”

That’s why Morrissey’s is depending on another group of people to help increase business.

“I’m sure there will have tons of employees and they’re going to want to get out of there when they’re done and that will be our draw,” Whitney told 2 On Your Side.

For now, there are no major changes to the downtown scene. And there’s no telling how or if a mega-casino will dramatically change things.

“The more people that come down here better,” said Whitney. “Anything to bring people down has a positive effect on us.”

IGREA Gets 48th Supporter

In America, the proposed Internet Gambling Regulation and Enforcement Act (IGREA) has taken another step to becoming reality by receiving its 48th co-sponsor.

Jerrold Nadler, the Representative for the eight district of New York, has announced his support for IGREA, which would regulate online gambling in the United States and banish the current Unlawful Internet Gambling Enforcement Act (UIGEA).

Nadler’s district includes parts of Manhattan and Brooklyn and he signalled his support following Congressional hearings into UIGEA where financial experts, politicians, regulatory drafters and pressure groups denounced the current anti-online gambling legislation as impractical and impossible to enforce.

Democrat Nadler is highly respected in the House of Representatives and is a member of the House Judiciary Committee, the Transportation and Infrastructure Committee and serves as Chairman of the influential Constitution, Civil Rights, and Civil Liberties Subcommittee that oversees issues relating to freedom of expression and religion, personal privacy and the correct observance by the Government of due process. He also serves on the Crime, Terrorism, and Homeland Security Subcommittee.
